Omega has been in the game since release, as a reward for finishing Twilight Staff, the sixth Dragon Treasure set, found in Chapters 11 , 12 and 13 of the main Storyline Quests.
It is also given to you as one of your first three cards if you choose the Chaos order when you begin the game.
Omega is untradable, as are all Storyline Quest rewards.
